POSITION DESCRIPTION
Joanna Kulesza is an assistant professor of international law and director of Lodz Cyber Hub research center. Member of the Scientific Committee of the European Union Agency for Fundamental Rights (2018-2023), Kulesza also takes part in the UN Committee to develop a comprehensive international convention on counteracting the use of information and communication technologies for criminal purposes. She serves as the vice-chair for ICANN At-Large Advisory Committee. Expert of the European-Chinese working group on the application of international law in cyberspace (EEC-IL) and the Sino-European Cyber Dialogue (SECD). In 2010-2018, she chaired the Membership Committee of the Global Academic Network for Internet Governance (GigaNet). Between 2019-2022 she chaired the Advisory Board of the Global Forum on Cyber Expertise (GFCE). Faculty member of international postgraduate studies on cybersecurity and cybercrime at the University of Vilnus (since 2019), St Thomas University in Miami (2019 - 2020) and Indiana University (since 2018). Research advisory group member for the Global Commission on the Stability of Cyberspace (GCSC). Research fellow of the Casimir Pulaski Foundation. Evaluator for the European Commission, COST, FWO, DFF, FNP, FRSE and NAWA.
As director of the Lodz Cyber Hub research center, she leads the cooperation with European Security and Defense College (ESDC) and implementation of the "Enhancing Security Cooperation in and with Asia" (ESIWA) project. She leads the "Lodz Cyber Hub" research project (IDUB UŁ) and implementation of the COST Action on "Global Human Rights Network" (COST CA19143). She also participates in two H2020 ISPF projects: "Protection System for large gatherings of People in Religious Sites" (ProSPeReS), "Integrated large sport facilities protection system supporting the CBRN security of mass events" (SAFE STADIUM). Commissioned by the European Commission and the Council of Europe, she has conducted training projects in the field of judicial protection of human rights on the Internet in Ukraine (2014/2015), Moldova (2016), Serbia (2019) and Romania (2020). Member of scientific advisory boards for EU CyberDirect, CC-Driver, UNION (Unsupervised perception) and LEGITIMULT (Legitimate Crisis Governance in Multilevel Systems).
Member of the ReNEUAL scientific network, Internet Society, Diplo Internet Governance Community, RIPE Cooperation WG, RIPE Accountability Task Force and ICANN EURALO. Polish rapporteur in the World Intermediary Liability Map (WILMap) project implemented by Stanford University. Reviewer, among others Data & Policy (CUP), European Journal of Law and Technology; Law, Innovation and Technology, Utrecht Journal of International and European Law.
Author of numerous scientific publications on international law and new technologies, including five monographs on international law and Internet law.
Research interests: cybersecurity, cybercrime, media law, human rights, due diligence, state responsibility.
