He graduated in pedagogy from the University of Lodz.
From 1980, he co-founded the "Solidarity" union as head of the organisational department in the Lodz Region. He co-created local government reforms with Prof. Michał Kulesza as Secretary of the City of Łódź and the Union of Polish Metropolises. He was an advisor to the Prime Minister, secretary and a member of the Joint Commission of the Government and Local Self-Government.
Between 2000 and 2001, as Deputy Minister for Regional Development and Construction, he laid the foundations for regional policy and voivodship contracts.
In local government elections in 1998, 2002, 2006, 2014 and 2018, he won a seat as a councillor in Łódź. From 2002 to 2010, he held the position of the first deputy mayor of the city.
In 2019, he was elected as an MP for the ninth term. In the Sejm, he worked in the Committee on Infrastructure, the Committee on Public Finance, the Standing Subcommittee on Construction and Spatial and Housing Management, the Standing Subcommittee on Air Transport, and the Standing Subcommittee on Monitoring the Use of European Union Funds for Infrastructure.
In June 2022, he was appointed a Member of the Council of Ministers by the President of the Republic of Poland, Andrzej Duda.
